controversial hires. the kelly file starts now. >> who was that? we are going to mutt el through another night tonight. breaking this evening the administration has just been forced to confirm what we reported to you a couple of days ago. tens of thousands of americans who think they have health insurance under obamacare may discover on january 1st that they do not. they are refusing to release the stats on the problems plaguing healthcare.gov the administration announced under pressure from the press that the enrollment of one out of every four people in the month of october and november were botched. at least one out of every four. since then they say at least one out of every 10 federal applications have had problems. the fix and they think the number is higher in the states. the state exchanges. our reporter pressed the agency in charge of these exchanges,

the american people better do another thing to make sure the coverage. >> they are trying to power through the delays the misrepresentations leave it in the hands of the private sector partners who are supposed to clean up the mess. patients will be inconvenienced. it is a big guessing game. i would expect them to be carefully crafted. >> do we reason to believe the insurance companies who are working to set this right to the extent they can identify people are trying to do it by hand to be comparisons and so on. we are up he knoagainst a deadlr those who lost their coverage inexpectedly and are not going to have it on january 1st unless they can -- right now they lost their coverage but they think they have coverage so they need to figure this out and get back

to those people and have those people reenroll by december 3rdrd. do we think that is going to happen? >> let's break this down. this is supposed to be a state of the art high-tech system. first you may have to mail in your application because the web site doesn't, would. then your insurer is going to have to check each application by hand then you still have to place a phone call. >> then on the insurance subsidy side making your premiums more handleable they are asking president insurance companies to estimate what kind of subsidy each enroll lee is going to get. thank you for being here. >> you are welcome. >> we are also seeing a series of new reports raising worries

about patient access to doctors under obamacare. some doctors are saying they don't want to and cannot afford to participate in the new healthcare exchanges. what can we do about this laryngitis. no. i am kidding. what specifically is the beef in california about the reenburrsment that leads you to say doctors don't want to enjoy the exchanges. >> people have to make a decision whether to participate in the exchange plans when they off offered participation a lot of doctors were skeptical about what did that mean as far as the viability. we train to take care of patients that's the bottom line here. in order to take care of

patients you have to keep your doors open pay your over head pay your staff. when we are offered rates through the exchanges that don't cover that extent, that means not only can't we see these new patients we can't stay open for the patients who we are currently taking care of. we train to take care of all patients whether they will be exchange patients they will be commercial patients. the exchanges have not been as open as they should have been. we are trying to work in california with cover california to get that transparency so that we know as physicians can we participate? patients should be getting accurate information and they are not. >> let's get specific. i understand that you gave an example about medicare paying about $76 for return office visits for medicare patients. they go back tore follow up they get 76 bucks. in california the medicaid reimbursement is much lower? >> no, that was actually a misstatement in the original language put out by the examiner

today. what i was trying to explain to them is that in my area of california in san diego medicare pays roughly $76 for return office visits. medicaid program pays 24. and the exchanges are offering payments somewhere in between those two numbers and in some cases pretty close to the medical number. $24 doesn't cover the cost of taking care of a patient that's why there's problems getting doctors taking care of medicaid patients in california. we cannot have the exchanges offering such low rates for patients who are moving out of the ppo market or individual market. >> that incentive for the doctors to participate. what will happen to the californians who find themselves with no choice but to join a program under the exchange? >> well, we are dealing with what is called narrow networking. it is coming about because the physician is making a decision whether or not to participate and by plans only contracting with a smaller number of doctors for some of the exchange

products. if you put enough people in those plans you don't have enough doctors participating you end up with a bottleneck which means you are not doing what this is all about improving access to care. >> last question for you. california claims they have over 50,000 uniavailable under the c california plan. do you buy that number? >> i really don't. we have been trying to understand those numbers. i can tell you in my community i can't find a specialist yet who is signed up with any of these contracts. some of the plans are accessing under the ppo contracts we didn't sign up with the exchange products. that may be where some of the numbers are coming from. that's not as broad as they are broadcasting. >> stick around. we will fix this. coming up has the mainstream media declared war on republican women? wait until you see what one research team discovered.
